The Formation of a New Model of Governance in the Caucasus: The Caucasian Viceroyalty and the Role of Mikhail Vorontsov (1844–1845)

1845 played a pivotal role in the history of the Caucasian region, marking the beginning of a new stage of development. This stage was closely associated with Prince Mikhail Semyonovich Vorontsov, who was appointed Viceroy of the Caucasus and Commander-in-Chief of the Separate Caucasian Corps in 1844. The decisions adopted and measures implemented during 1844-1845 laid the foundations for the formation of a new model of governance in the southern borderlands of the empire. In this context, the establishment of the Caucasian Viceroyalty can be viewed as the administrative mechanism through which the Russian Empire succeeded in overcoming the crisis of regional governance and ensuring the final integration of the Caucasus into the imperial system.
