The article detailed the peculiarities of cooperation between Georgia and the United States in the fight against terrorism. Attention has been paid to all the circumstances, facts, and events initiated by terrorists in the Pankisi Gorge that threaten Georgia’s statehood and population security. The level of US direct support to Georgia, as well as the dangers and risks of possible terrorist penetration from Georgia to neighboring Armenia, Russia, Turkey, and Azerbaijan, are covered in detail. This article focuses on the real motives, objectives, methods, and mechanisms of counter-terrorism cooperation between the parties, as well as on the forms and sizes of participation and support by the Georgian Armed Forces in Afghanistan and Iraq.
The article is devoted to the analysis of culturological factors in the study of the consolidation of democracy. Within the framework of the article, the main subjects of research are such concepts as “democratic political culture”, “civic culture”, “ethics of discourse” and “culture of political dialogue”. In the context of the final transition and the successful overcoming of the stage of consolidation of democracy, the author notes that there should be a minimal
consensus between all the key players in the political landscape regarding the functioning of political institutions, as well as generally accepted norms of behavior and rules of a democratic political game. And such agreements can be reached only in the case of a limited polarization of the political system. In this case, if there is a certain “dialogical gravitation” between the main socio-political actors, their unilateral actions are significantly limited, while simultaneously increasing the likelihood of formation of the culture of political dialogue, as an important factor in the process of consolidation of democracy.
The weakening of international legal regimes reinforces the importance of political frameworks for the realization of the rights of States. The transit rights of Landlocked States are balanced with the principle of sovereignty. Indeed, the transit takes place through the territory of another sovereign State. The paper examines the influence of legal and political factors on transit conditions. The closer the relations with neighboring countries are, the more favorable the transit regime is.
This article analyzes the paradigm of modern global development, largely due to the existence of unipolar world order, currently undergoing a period of
transformation. The nature and content of the world political and economic system are influenced not only by globalization and geopolitical processes, but also various social and national movements at the global and regional levels, the attitude of the population of countries to one or another value system, as well as the state of the world economy and financial system. The modern paradigm is characterized by a commitment to the neoliberal-libertarian value system, designed to provide maximum individual freedom, democratic transformation, and the formation of market relations.
In the field of information security, the USA and RF attach great importance to expanding international cooperation. The main platform for the United States is NATO, where it has a dictating position, Russia is active in the framework of the CSTO and the SCO. In our opinion, cooperation with state-owned private companies (Internet service providers, software developers, computer manufacturers) can also be effective for Russia. It may also be useful to develop regulatory documents that will not only be defensive but will also allow Russia to take a leading position in the offensive actions.
The article is dedicated to the connection of parliamentarism and democracy. It examines the private relationships of these categories. The article analyzes the critical theory of parliamentarism by K. Schmitt. The history of the evolution of parliamentarism testifies to a series of victories and failures of this institution, which gave rise to a mass of its forms and varieties. In the end, it is concluded that parliamentarism has similar features with democracy and is considered to be a sign of the development of democracy. Respect the rights and freedoms of citizens, as well as the high level of development of civil society. To overcome the difficulties of the development of parliamentarism, it is necessary to take consistent measures to reform this institution
The article specifies the elements of the civil service that are important for the management system that ensures economic, social and political development. The civil service is considered in the context of the public administration system and from the point of view of existing paradigms. A new model for assessing the civil service is proposed. Unlike other approaches, it is based on the systemic links of public administration and allows you to identify the nature and direction of the necessary measures. The study is based on data obtained in a standardized format by experts in HR management, researchers and practitioners at different levels of government in the United States and Germany.
The article examines the main approaches to the state viability of recognized and unrecognized states. Although this issue has been the subject of political analysis since the 60s of the last century and a number of concepts and models have been developed since then, they are still in the process of improvement. The problem arises due to the fact that the very concept of state consistency is not clear enough. Its solution requires clarification of the concept, which implies comprehensive research and a new assessment tool.
