Regional Development Indicators System: Case Study of the RA Regions

Territorial development and competitiveness is important for the sustainable economic development of the Republic of Armenia. That is why the regional development strategies and programs developed by the government are aimed at diversifying the sources of income of the population, equalizing territorial development, improving living conditions, and ensuring the same level of employment. In this context, the development of a system of indicators for evaluation and control of territorial development policy results is vital. This article presents the System of Territorial Development Indicators and the approach to its construction, developed during "Support to the Ministry of Territorial Administration. Support for territorial development processes" under the EU technical assistance program, in the context of territorial development reforms implemented and ongoing in Armenia. The proposed system of indicators can serve as a basis for the evaluation and control process of the results achieved due to territorial development policy reforms, will reveal the competitive positions of administrative territorial units, will contribute to the setting of territorial development policy priorities and more effective decision-making. Based on the System of Territorial Development Indicators, the article presents the analysis of some indicators on the example of the RA regions in 2010-2021. The obtained results show the significant differences in the development of the RA regions, the ongoing changes, made in the last decade.
