    Possibilities to Stimulate the Innovative Development of the Economy Through the Financial System in the Republic of Armenia

    Abstract

    The article is devoted to the study of methods and mechanisms for increasing the efficiency of financing innovative activities through the financial system of the Republic of Armenia, the factors, that determine their effective use, the possibilities of using the "long money" of commercial banks, pension funds, insurance companies and the securities market of the Republic of Armenia, as well as the possibilities of modernizing the functions of the Central bank in the context of stimulating the innovative development of the economy. Obviously, in the current geopolitical and economic conditions, it is desirable to maximize the investment resources of accumulative pension funds in the Republic of Armenia, creating a reserve of "long money", which will stimulate innovation and investment activities, as well as contribute to the development of the capital market. The latter, in turn, will lead to lower interest rates on loans and increase the availability of funding sources. In this case, it is especially important to create in the RA branches of innovative production companies owned by Armenians of the Diaspora and other entrepreneurs, create demand for their innovative products through government orders, and also, to the maximum extent possible, direct the investment resources available in all parts of the financial system to these companies. The presented approach will provide an opportunity to promote the innovative development of the economy, create additional jobs, increase tax revenues to the state budget, increase the competitiveness of Armenian companies in the world market, as well as effectively manage investment risks and ensure transparency in the use of financial resources. Based on the example of the Republic of Armenia, the article discusses the fundamental issues related to ensuring the availability of financing for innovative activities through the links of the financial system, and develops some mechanisms for financing innovative activities.

    Problems of Development of the Venture Capital Industry in the Republic of Armenia

    Abstract

    The venture capital industry is crucial for the development of start-up companies, their entry into the international market and rapid growth, as well as for the development of the country’s economy. In Armenia, the venture capital industry is still under development and despite some progress within the industry, there are serious challenges such as the low attractiveness of the country for investments, low reputation of Armenian start-up companies among international venture investors, less funding opportunities, insufficient state support for the development of the industry and other challenges. Armenian start-up companies often try to attract investments from foreign venture funds, though they rarely succeed due to insufficient reputation among these funds, and if they succeed, they have to register the start-up company in the country of the investor, to secure the investments from a legal point of view. For the purpose of identifying these and other problems in the venture capital industry of Armenia, this paper examines the current state of the industry, the attractiveness of the investment environment in Armenia, the advantages and disadvantages of the legislative framework, international experience in the development of the venture capital industry, as well as the importance of state support. Revealing the problems will make it possible to develop corresponding recommendations that will contribute to the development of the venture capital industry in Armenia.

    Methodological Issues of the RA Public Procurement Supervision

    Abstract

    The article presents the RA public procurement supervision methods. It refers to everything that is worth paying attention to during observing the procurement processes. The article also presents the definitions of monitoring and study of purchasing processes and their differences. Mechanisms of frequently repeated abuses in procurement processes are revealed, which are mainly carried out by circumventing one or another legislative requirement. There is an opinion that by monitoring procurement processes, many violations can be prevented without waiting for them to be committed. The article presents in sequence the stages of the purchase process and the episodes worthy of attention in those stages, focusing on which will be useful for persons exercising control powers. Some such mechanisms are also described, with the use of which the customers carry out abuses. In our opinion, it is necessary to detect and evaluate violations, first of all, taking into account their consequences and motivation. By this, we mean that offenses resulting from ignorance or inattention and intentional or negative intent should be classified. Violations considered procedural although occur more frequently in procurement processes, their importance should not be underestimated, because their presence makes the general picture of the purchasing process and the legality assessment more objective.

    Role of the RA Insurance Companies in the Economic Development

    Abstract

    In countries with developed market relations, insurance is one of the most important sectors of economic development. Insurance helps to reduce the expenditure burden of the state budget by reimbursing damage caused to citizens, organizations and the state as a result of natural disasters, man-made disasters or other accidents. It contributes to the strengthening of socio-economic stability in society, being an integral part of the system of social protection of the population in the economy. Insurance makes a significant contribution to strengthening the country’s financial system, being a more flexible and reliable source of investment resources in the economy.

    This research is aimed at identifying the role of the insurance system of the Republic of Armenia in the economic development of the Republic of Armenia, studying the directions, scales and dimensions of its influence. Within the framework of this work, all possible aspects of the economic activity of the insurance companies of the Republic of Armenia, which could stimulate or hinder the economic progress of the country, were analyzed. An attempt was made to find the relationship between economic growth/real sector of the economy and the insurance market. The study led to the conclusion that the insurance system of the Republic of Armenia, having modest resources, has a positive impact on the economic situation of the country in almost all areas of its economic activity.

    Regional Development Indicators System: Case Study of the RA Regions

    Abstract

    Territorial development and competitiveness is important for the sustainable economic development of the Republic of Armenia. That is why the regional development strategies and programs developed by the government are aimed at diversifying the sources of income of the population, equalizing territorial development, improving living conditions, and ensuring the same level of employment. In this context, the development of a system of indicators for evaluation and control of territorial development policy results is vital. This article presents the System of Territorial Development Indicators and the approach to its construction, developed during "Support to the Ministry of Territorial Administration. Support for territorial development processes" under the EU technical assistance program, in the context of territorial development reforms implemented and ongoing in Armenia. The proposed system of indicators can serve as a basis for the evaluation and control process of the results achieved due to territorial development policy reforms, will reveal the competitive positions of administrative territorial units, will contribute to the setting of territorial development policy priorities and more effective decision-making. Based on the System of Territorial Development Indicators, the article presents the analysis of some indicators on the example of the RA regions in 2010-2021. The obtained results show the significant differences in the development of the RA regions, the ongoing changes, made in the last decade.

    Abstract

    Main purpose of distance based portfolio constructions is for portfolio imitation. Here we used distance from normal distribution for other purpose. We attempted to find static market invariant within possible linear combinations of given random variables. We conjectured that “closeness” to normal distribution of possible portfolios in market may reliably represent market microstructure with possible correlations between assets. Taking the squared Hellinger’s distance, we sought for each level of desired mean return the portfolio whose return distribution is closest to Gaussian, with variance taken from efficient frontier found by initially solving mean-variance problem. We found that minimal distance differs significantly from market to market. The sensitivity check showed small average sensitivity for 5% change of a 5% portion of data, small sensitivity for adding new variables in simulated market, and extreme sensitivity to bin numbers. Though distance to normality differed among markets, its sensitivity being small enough in average sometimes showed extreme changes.

    Issues of Digitalization of the System of Public Administration in the RA

    Abstract

    In the modern world, digital transformations have become an integral part of human life. Digital transformation refers to changes in business models, various processes and organizational structures. Digitalization processes in the public administration system are gaining momentum. This article presents the main features and components of digital transformations in the public administration system, the leading digital models of interaction between the state and citizens, as well as business. The evolution of digital transformations in the state system of the Republic of Armenia, the features of development, the leading digital platforms, and the opportunities they provide was discussed. Particular attention was paid to the strategic management issues of the digitalization process and conceptual approaches. The position of the RA was analyzed in terms of the Global Innovation Index of the World Intellectual Property Organization and its subcomponents, as well as the UN e-Government Development Index and its subcomponents. The main problems of the Republic of Armenia in the field of digitalization were highlighted. In particular, the low level of digital literacy, the low level of public awareness of digital platforms, the low level of public confidence in digital tools, the problems associated with cybersecurity, the lack of uniform principles and standards for building state digital platforms, as well as the lack of communication between state digital platforms.
