Ճապոնիայի քաղաքակությունը Հարավային Կովկասում (1992-2022 թթ.)

Հարավային Կովկասն իր աշխարհագրական դիրքով և էներգակիրների առկայությամբ ունի կարևոր ռազմավարական նշանակություն՝ գտնվելով Եվրասիա մայրցամաքի կենտրոնում և հանդիսանալով Ասիան Եվրոպային կապող կարևորագույն առանցք։ Ճապոնիան Հարավային Կովկասի նկատմամբ իր արտաքին քաղաքականությունը ձևավորելիս դիտարկում է այն՝ որպես Կենտրոնական Եվրասիայի մասնիկ և մեծապես շահագրգռված է տարածաշրջանում շուտափույթ խաղաղության և կայունության հաստատման հարցում։ Ունենալով արևմտյան երկրների դիրքորոշմանը համահունչ դիրքորոշում Հարավային Կովկասում առկա հակամարտությունների նկատմամբ, մասնավորապես՝ Արցախի հիմնախնդրի լուծման հարցում կարևոր տեղ է տալիս ԵԱՀԿ Մինսկի խմբի գործունեությանը և կողմնակից է հակամարտության շուտափույթ խաղաղ կարգավորմանը, մինչդեռ Աբխազիայի և Հարավային Օսեթիայի հիմնախնդիրներում կողմակից է Վրաստանի տարածքային ամբողջականության պահպանմանը։
Հոդվածում ուսումնասիրության առարկա է դարձել Ճապոնիայի արտաքին քաղաքականության զարգացման միտումները Հարավային Կովկասում՝ որպես Կենտրոնական Եվրասիայի մասնիկ, որոնք ներկայացվել են զարգացման չորս փուլով՝
- 1991-1996 թթ. ծանոթացման և դիվանագիտական հարաբերությունների հաստատման փուլ,
- 1997-2003 թթ. «Եվրասիական» կամ «Ճապոնական Մետաքսի ճանապարհ» հայեցակարգային քաղաքականություն,
- 2004-2018 թթ. «Կենտրոնական Ասիա գումարած Ճապոնիա» երկխոսության հայեցակարգային քաղաքականություն,
- 2018 թվականից մինչ օրս՝ «Ճապոնիայի Կովկասյան նախաձեռնություն» քաղաքականություն:
Ճապոնիան իր տնտեսական քաղաքականությունը Հարավային Կովկասի երեք պետությունների նկատմամբ իրականացնում է ՊԶԱ ծրագրի միջոցով՝ տրամադրելով երկկողմ և բազմակողմ աջակցություն, որը միտված է երեք հանրապետություններում առկա թիրախային ոլորտների զարգացմանը։
