Հոդվածը նպատակ է հետապնդվում ներկայացնել քրեակատարողական համակարգում մարդկանց թրաֆիքինգի և շահագործման դրսևորումները, նման դեպքերի բացահայտման մեխանիզմները, զոհերի իրավունքների շրջանակը և պետության պարտավորությունները։
Այդ նպատակով իրականացվել է առկա տեղական և օտարերկրյա գրականության և մարդու իրավունքների միջազգային չափանիշների համապարփակ ուսումնասիրություն՝ միջազգային պայմանագրերի հիման վրա գործող մարմինների, այդ թվում՝ Մարդու իրավունքների եվրոպական դատարանի նախադեպային իրավունքի մանրամասն վերլուծություն։ Տարբեր երկրների վերաբերելի փորձի մասով համապատասխան աղբյուրներում արված դիտարկումների հաշվառմամբ, քրեակատարողական հիմնարկներում մարդկանց թրաֆիքինգի և շահագործման դեպքերի հնարավոր դրսևորումները բաժանվել են մի քանի տեսակի, որոնցից յուրաքանչյուրի վերաբերյալ ներկայացվել են հատուկ եզրակացություններ։
Ընդգծվելով քրեակատարողական համակարգում դատապարտյալների վերասոցիալականացման կարևորությունը, արձանագրվել է, որ պետությունը, մասնավորապես՝ քրեակատարողական հիմնարկի վարչակազմը, պետք է ձեռնարկի անհրաժեշտ բոլոր քայլերը բացառելու մարդկանց թրաֆիքինգը և շահագործումը, դիտարկելով դրա դրսևորումը որպես՝ պետության պարտավորությունների կատարման ձախողում և մարդու իրավունքների կոպիտ խախտում։
Հետազոտության արդյունքում, այլ պետությունների և միջազգային հաջողված փորձի հաշվառմամբ, ներկայացվել են քրեակատարողական համակարգում մարդկանց թրաֆիքինգի և շահագործման դեմ պայքարի առաջարկություններ։ Այդպիսիք են նման դեպքերի բացահայտման, զոհերի աջակցության և պաշտպանության, ուղղորդման և այլ մարմինների հետ համագործակցության կառուցակարգի ներդրումը, այս խնդրին հատուկ չափորոշիչների ներառումը ռիսկերի և կարիքների գնահատման համատեքստում և այլն։
Ընդգծվել է քրեակատարողական հիմնարկում մարդկանց թրաֆիքինգի և շահագործման ցանկացած դրսևորման դեմ պայքարի կարևորությունը, առաջարկելով համապատասխան օրենսդրական ու գործնական անհրաժեշտ բարեփոխումներ։
