Հոդվածը նվիրված է «ուժի կիրառում» դեպքում համաչափության սկզբունքի կիրառման առանձնահատկությունների մշակմանը։ Հոդվածում անդրադարձ է կատարվել գիտագործնական նշանակություն ունեցող այնպիսի խնդիրների, ինչպիսիք են՝ «ուժի կիրառում» հասկացության բնորոշումը, ինչպես նաև ուժի կիրառման համաչափության ապահովման հիմնական բաղադրիչների մշակումը։ Հոդվածում «ուժի կիրառում» է համարել ոչ միայն անձանց կամ առարկաների նկատմամբ ֆիզիկական միջոցների անմիջական գործադրումը, այլ նաև դրանց գործադրման նախազգուշացումը կամ սպառնալիքը՝ անձանց վրա ֆիզիկական կամ հոգեբանական ներգործության միջոցով նրանց որոշակի վարքագիծ հարկադրելու կամ վարքագծի վրա ազդելու, ինչպես նաև գույքը վնասելու նպատակով։ Ուժի կիրառման համաչափության ապահովման հիմնական բաղադրիչներ են համարվել իրավապահ մարմինների աշխատակիցների մասնագիտական և նյութական պատրաստվածությունը, գործողությունների նախնական պլանավորումը կամ նախազգուշացման սկզբունքը, ինչպես նաև ուժի առանձին տեսակները մանրամասն կարգավորող կանոնների առկայությունը։
