Особенности реализации принципа пропорциональ- ности при применении силы

Статья посвящена разработке особенностей применения принципа пропорциональности в случае "применения силы". В статье были затронуты такие научно-практические проблемы, как определение понятия «применение силы», а также разработка основных компонентов для обеспечения пропорциональности применения силы. В статье» применение силы " рассматривалось не только как прямое применение физических мер в отношении лиц или объектов, но также предупреждение или угроза их применения с целью принуждения людей к определенному поведению или воздействия на их поведение посредством физического или психологического воздействия, а также с целью нанесения ущерба имуществу. Основными компонентами обеспечения пропорциональности применения силы были названы профессиональная и материальная подготовка сотрудников правоохранительных органов, предварительное планирование действий или принцип предупреждения, а также наличие правил, подробно регулирующих отдельные виды силы.
