Անհասանելի ժառանգության մատչելիության հնարավորությունները. միջազգային փորձը և հայ-ադրբեջանական կոնֆլիկտը

Չնայած մշակութային ժառանգության պահպանությանն ուղղված տարբեր ջանքերին, ճգնաժամային իրավիճակներում և հատկապես զինված հակամարտությունների ժամանակ և դրանից հետո առավել ակնհայտ են դառնում մշակութային ժառանգության կառավարման խնդիրները։
Հայկական իրականությունում վերջին տարիներին պատասխանատու կառույցների և մասնագետների ուշադրությունը սևեռված է Արցախում և Հայաստանի սահմանամերձ բնակավայրերում մշակութային ժառանգության պահպանության խնդիրներին, որտեղ դրանք ֆիզիկական ոչնչացման ամենօրյա ռիսկի տակ են։
Սակայն մասնագիտական տեսանկյունից խնդիրն իրականում ոչ միայն ժառանգությանը հասցված վնասն է, այլ հաճախ դրա ֆիզիկական անհասանելիությունը, ինչը նախևառաջ համայնքի և ժառանգության կապի խզման, ինչպես նաև ժառանգության վնասման պատճառ է դառնում։
Այս հոդվածում Հայաստանի օրինակով քննարկում ենք դեպքերը, երբ սահմանի փոփոխության պատճառով համայնքի համար անհասանելի է դառնում մշակութային ժառանգությունը։ Միջազգային փորձի և իրավական մեխանիզմների քննության միջոցով փորձել ենք հասկանալ դրա լուծման հնարավորություններն ու գործիքակազմը։
