Возможности доступности недоступного наследия: международный опыт и армяно-азербайджанский конфликт

Несмотря на различные усилия, направленные на сохранение культурного наследия, проблемы управления культурным наследием становятся более очевидными в кризисных ситуациях, особенно во время и после вооруженных конфликтов. В последние годы в армянской действительности внимание ответственных учреждений и специалистов сосредоточено на проблемах сохранения культурного наследия в Арцахе и приграничных населенных пунктах Армении, где они находятся под ежедневным риском физического уничтожения. Однако с профессиональной точки зрения проблема заключается не только в нанесении ущерба наследию, но часто и в его физической недоступности, что в первую очередь приводит к разрыву связи между общиной и наследием, а также к повреждению наследия. В этой статье на примере Армении мы обсуждаем случаи, когда в результате изменения границ культурное наследие становится недоступным для общины. Путем изучения международного опыта и правовых механизмов мы попытались понять возможности и инструменты для ее решения.
