A range of issues affecting the agenda of the optimal transformation of the market economy in the Republic of Armenia is being addressed. It is offered to radically change the economic policies for the development of the socio-economic system through the effective development and balanced interrelation between the markets of goods and services, labour, and capital markets. Abstract

The purpose of the article is to study the structural changes in the economy of the Republic of Armenia, their trends over the past 20 years. Approaches to assessing the progressiveness of the new structure of the economy and the possibilities of creating new added value vary depending on productivity, the export orientation of the economy, and other criteria. Based on the mentioned goal, the authors highlighted the following tasks: they studied the GDP production account and its structure over a long period of time, through the formation of primary incomes and distribution, the use of GDP, as well as interdependencies and patterns that exist between wage and savings. Monitoring of production and use of GDP revealed a number of patterns in changing the proportions of various sectors of the economy, in particular, reducing the share of industry, increasing the share of construction and services, as well as changes in the sectoral structure of GDP. The analysis carried out in the article also shows that over the period under review, the share of wages of employees in the GDP structure decreased, while the share of gross profit and gross mixed income increased, which indicates the underestimation of labor in Armenia

    Abstract

The article discusses the modeling of the interaction of the economy and the environment. Extended types of some classical models, taking into account environmental factors, are given. Balance, mixed, optimization models, and models of the circular economy, in particular, were analyzed. A model of a conflict game is presented where the conflicting parties are the economy and nature, and the interests of the players diverge. We analyzed the possibility of intergenerational equity and sustainability, based on the statistics of copper concentrate exports and the carbon intensity of GDP in the inclusive economic growth index of Armenia in 2018. Some directions of eco-restructuring and greening of production at the present stage of development of the Republic of Armenia are proposed

    Abstract

Project management as a key component of program development and program management is not yet fully used in the public administration system of the Republic of Armenia. This is primarily due to the imperfections of standards and approaches for the development and management of government programs, the underestimation of the importance of interactions between projects and programs in the process of program development, the limited use of project management tools, in particular, network planning methods, and the lack of specialized project managers in the field of implementation of government programs. In highlighting these issues, the authors emphasize the formation of an institutional body whose main purpose is to foster project management to the implementation of public programs.

    Abstract

The political, economic, social, and environmental agenda of Armenia requires a systematic solution for the issues currently faced by the country. This paper supports the discussions of establishing the framework for a multi-layer investment vehicle, which is aimed at creating an opportunity for achieving the national goals. The proposed structure considers the accumulation of investment assets on a triple-level framework and assurance of inclusive economic development through the management of the investment funds. This approach eventually intends to encourage an economic democracy, social solidarity, and fair distribution of national wealth. It will help to put together the economic, social, environmental, and human recourses, targeting to: 1. Promote the growth and preservation of national wealth; 2. Boost economic development; 3. Increase the effectiveness of governance; 4. Capitalize on economic, social, and environmental resources. For the above-mentioned purposes, it is considered to establish a multi-pillar investment funds’ platform, which includes: (a) Sovereign Fund of Armenia, (b) PanArmenian Investment Fund, (c) Special Purpose and Specialised Funds.

    Abstract

Taking into account the limitations of the (per capita) Gross Domestic Product as a criterion of social welfare, the experts of the World Economic Forum proposed an alternative measure - Inclusive Development Index (IDI) in 2017. In the present article, we summarize and analyze those results of “The Inclusive Development Report 2018” that are noteworthy from the perspective of Armenia. We document that as of 2018, among 74 developing countries, Armenia ranks 45th on the IDI. Importantly, its ranking is even lower by per capita GDP. Combined with other alarming findings, this observation requires reevaluating of the social-economic strategy of RA
