Արդյունավետ կառավարման հայեցակարգի ընկալումը և փոխակերպումը հետխորհրդային տարածքում

Արդյունավետ կառավարման հայեցակարգի հիմնական դրույթների քննարկումն օրակարգային դարձավ հատկապես 20-րդ դ. վերջից, ինչը համաշխարհային պրակտիկայում համընկավ ԽՍՀՄ փլուզման և նորանկախ պետությունների ձևավորման հետ: Ստեղծված պայմաններում նորանկախ երկրները հարկադրված էին բարեփոխելու իրենց կառավարման համակարգերը և գնալու զարգացման հետագծով՝ համապատասխանելով զարգացած պետությունների կողմից սահմանված չափորոշիչներին, ինչը տվյալ ժամանակահատվածում բավականին խնդրահարույց էր և դժվար իրագործելի:
Սույն հոդվածում վերլուծվում են արդյունավետ կառավարման հայեցակարգի կառուցվածքային և բովանդակային ասպեկտները՝ հատկապես հետխորհրդային տարածքում քննարկվող կոնցեպտի ընկալման և փոխակերպման առանձնահատկությունները: Մասնավորապես քննարկվում է, թե որոնք են հետխորհրդային տարածքում արդյունավետ կառավարման հայեցակարգի բաղկացուցիչների ավանդական ընկալման վերափոխման դրդապատճառները, հետևանքները, ինչպես նաև այդ միտումներում միջազգային կազմակերպությունների (ՄԱԿ, Համաշխարհային բանկ և այլն) դերակատարությունը: Որպես հիմնական հարցադրում է առաջ քաշվում հետևյալը՝ փոխառե՞լ արդյունավետ կառավարման արևմտյան չափորոշիչները, թե՞ մշակել և ներդնել սեփական հայեցակարգը՝ հաշվի առնելով պատմամշակութային ժառանգության և հասարակական զարգացման առանձնահատկությունները: Հոդվածում նաև բերված են կանխատեսումներ առ այն, թե ինչ հիմնական տարրեր պետք է լրացնելու գան արդյունավետ կառավարման հայեցակարգին, և որոնք են հետխորհրդային տարածքում վերջիններիս կիրարկման հեռանկարային հնարավորությունները:
