Submission Preparation Checklist
As part of the submission process, authors are required to check off their submission's compliance with all of the following items, and submissions may be returned to authors that do not adhere to these guidelines.- The submission has not been previously published, nor is it before another journal for consideration (or an explanation has been provided in Comments to the Editor).
- The submission file is in OpenOffice, Microsoft Word, or RTF document file format.
- Where available, URLs for the references have been provided.
- The text is single-spaced; uses a 12-point font; employs italics, rather than underlining (except with URL addresses); and all illustrations, figures, and tables are placed within the text at the appropriate points, rather than at the end.
- The text adheres to the stylistic and bibliographic requirements outlined in the Author Guidelines.

At the present stage of development, the European Union is faced with the need to resolve a complex of social and economic problems associated with globalization. The insufficient competitiveness of the EU economy, the growing cultural diversity in its expanding territory have created special conditions when knowledge, the improvement of human capital, and the increase in the mobility of human resources are of decisive importance for the prospects for strengthening the positions of the European Union in the international arena. Evidence of the understanding of such trends is the increase in the share of budget funding for education and science in the EU, efforts to build a "knowledge economy", where cooperation, people, ideas and abilities become the main objects. The dependence of increased economic growth on improving the quality of the labor market forces politicians to pay close attention to the education system and its compliance with the modern needs of European society. At the same time, it became obvious that the continuation of the economic and political integration of the EU is impossible without social integration, where education plays a fundamental role as the main tool for the socialization of the individual.
The expansion of the European Union has actualized the problem of the diversity of educational systems of its member countries. At the same time, the task of building an information society required the growth of educational standards, cooperation of secondary specialized and higher professional education. The question also arose of what mechanisms can be used to consolidate the European educational space, while maintaining the uniqueness of the educational systems of its countries. On this path, the European Union faced not only practical difficulties, such as insufficient state funding of the educational process, but also challenges of a different nature, the desire for decentralization of the subjects of education participating in the integration process and the lack of a single supranational decision-making body in this area. However, due to the peculiar structure of the European Union, where agreed decisions or consensus are preferred, as well as in connection with the strengthening of neoliberal tendencies, general trends are emerging that influence the educational policy of European governments. In other words, favorable conditions are being created for the start of profound transformations aimed at reforming European educational systems according to a single model.
